YouTube introduced “Claim your Content” a few months ago. Here is one more step towards curbing online video piracy. A new software, i.e. the YouTube Video Identification Software put into use at the website is in the Beta version, and will be used by the copyrights holders themselves.
So how soon will Viacom get rid of the pending billion-dollar lawsuit against YouTube for not blocking pirated videos thus far? Who knows, whatever be it, this is not the best alternative.
YouTube needs to find more scalable solutions for such massive problems, and while it might be difficult to check each and every upload, the best thing to do would be to enforce strict laws to punish the offenders with more than just a ban, something like a fine would suffice and for that, the sign-up process could be made a little more serious by including a Credit Card account on check.

I think YouTube asking for a charge guarentee is out of question. They will not only lose their traffic (which generates ads revenue) but will have to deal with private secure information like credit card info, which we all know, is a major pain in the a##.
Besides, the burden of protecting copyright in this case is squarely on the rights holder, since YouTube itself never publishes violated material. The current strategy is mostly a bone that is thrown at other giants like Viacom, who are after YouTube. YouTube, like eBay, have inbuilt reporting features that can be used to flag a video and eventually removed, and in my opinion, that alone should do.
